My father and aunt own a 2 family house in Brooklyn, NY. Can my father transfer his half of the deed to me without the aunt's consent? Also, this aunt has been receiving violations from the city, due to neglect of the property. Can the other owner sue her for negligence (the other owner is not receiving notices of the violations)?

Yes, interest in the property by one of the owners can be transferred without the other owners consent.

Yes, one of the owners can sue the other owner.
