I got my first ticket on Dec 31st 2004 Utah I was driving at 69 at 65 zone, Officer gave me the reason of Bad weather (snow). I did pay the fine.

Now I got a second speeding ticket May 21st 2005 at Oregon, driving at 74@55, actually I was passing a truck in a four lane road without any traffic (There was only the truck, my car and officers car at that time). I feel I never went beyond 60. My questions are

1> Both my Violations are outside my state (I hold Driving License from Washington) what implication it has on my License?
2> I do not have any evidence to prove my speed to be below 60, How can I contest this ticket ?
