What is the name of your state? North Carolina.
If children in a community park, which is not open to the general public but only to paid members of a housing association, are being videotaped from the residence of a house next door, is this illegal since there is no sign notifying people using the park of possible surveilance?

I don't think so, if the children are in a portion of the park that's visible to the public. unless there's some sort of city ordinance that prohibits videotaping there. I can't imagine that a sign notifying people using the park of possible surveillance would be required. :confused:
