My sister lives in IL. She and a friend have been sharing an apt for over one year. They are both on the lease? they signed with the owner of the building. Her friend is now moving out to live with her fiancee. Does the friend have to find a roommate to replace her? Does my sister now have to take over the entire rent? She goes to school full time and also works fulltime to pay for school, but cannot afford the full rent.

Yes but friend probably would not find a roommate. Yes your sister realistically must cover the entire rent although roommate is stil legally responsible.
