Is it legal to obstruct a right-of-way? We have right-of-way to our neighbor's driveway as our home is situated behind theirs. They often park one or two cars on the side of the driveway making it inconvenient for us to get past. The cars are parked in the area designated as part of the right-of-way. Can they do that?
