We were turning left across traffic into a shopping center. It was during rush hour and both oncoming lanes of traffic were stopped to let us pass. The far right lane had a high profile vehicle so we could not see the shoulder. Someone decided they did not want to wait and would drive on the shoulder to the light which was probably 1/4 mile ahead. When we crossed traffic, we hit he directly in the side. There is a "no driving on shoulder" sign closer to the light, but according to the policeman, we were at fault. Not to question a police officer, but this seems like if anything it would be a dual fault. Another other views?
