international drivers license

I have found information regarding obtaining and internatinal drivers license. My understanding is that this may be used to drive anywhere, including your hometown state.
Is this true? Can this be used even though the state license has been suspended?

As I understand it, an International Drivers Licence only is good if you also have a valid and in force state license, and is valid only outside the USA. Nice try though.
