What is the name of your state? Arizona. I am in the midst of a battle with the city over the formation of an Improvement District. The majority of the property owners (34) are not in favor. However the city has sent out a survey and have allowed a developer in our area who owns five vacant lots to have five votes. I have argued that the statutes say a vote of the property owners of which he is one, not five. Comments please.
