TO WHOM IT MAY CONCERN:

Could you please inform me as to the laws regarding the written
operators test for foreigners with a valid foreign license and
International License.

Recently, my friend was humiliated twice by the Wethersfield DMV,
(because she could not take the test in her native language, Japanese).
Sergeant Colon would not allow her to use a dictionary or have a
translator present at the time of her test.

In my opinion it is unfair not to allow the use of a Japanese/English
dictionary, (or translator) for the test when it is offered in so many
other languages; (i.e)

Bosnian, Chinese (dialect I & II), English, French, German, Greek,
Hebrew, Italian,Korean, Lithuanian, Polish, Portuguese, Russian,
Spanish, Vietnamese


Could you please inform me as to how I may pursue changing DMV's
protocols to allow Japanese to be offered as a written test for a
Connecticut drivers license. Clearly someone who has a valid drivers
license from Tokyo in addition to an International License should
atleast be given a test in a language she can understand.
