I have received a ticket where a police officer did not write their name or signature and did not put the direction I was traveling on a freeway. I have heard of cases being dismissed based on a 'technicality' due to missing or wrong information of this sort. Is that true? If so, how can a defense be presented in court to lead to dismissal?

It can be, but don't get your hopes up. Plead not guilty and see what happens.
