Failure to return plates to the DMV?

In New York State, if there is no insurance on the car & the registered owner received a notice to surrender the plates, but did not do so. What problems can the person expect? As far as drivers license, fines etc?

My response:

Make an anonymous call to the DMV and ask.

"A friend of mine once sent me a post card with a picture of the entire planet Earth taken from space. On the back it said, "Wish you were here."
