If i borrow to my brother-Inlaw a third vehicle that i have which doesn't have insurance. Would i be liable if he was to get into a accident?

My response:

If you "lend" him one of your vehicles, and neither he nor you have liability insurance, both you and he would be personally liable for injury or death and damages should he be involved in an "at-fault" incident. Your property and wages could be attached after a judgment, and a judgment is good for 10 years, and renewable for another 10 years. Don't do it.
