Car Insurance problem!

My ex husband lives in New York state he
has told me he has been driving 1 year
without insurance. He also has just found
out he was supposed to surrender the plates
a year ago, but did not know; as he thought
his mother was paying the insurance. He
lost contact with his mother & did not know
she had passed away; so he never received a
notice. He went to get insurance & they
told him to go to the DMV first, but he has
not gone yet, & doesn't know how to handle
this. He is very worried as the car is not
paid yet there is still a loan on it, he
has never missed a payment. My question is
will he be able to put insurance on the car
after paying any fines, will they impound
the car? The man at the insurance co. said
it is likely his drivers license has been
revoked. I would appreciate any advice.

His license was revoked for failure to have insurance on the car & he did not surrender the plates
