What is the name of your state?What is the name of your state? NY

My friend was helping me pursue an action against the State of NY and in doing so, I provided him w/ my medical documents to help file the paperwork for the complaint. My friend and I are now ex friends and he refuses to return my personal documents (they have my medical info, history, ssn, etc). Can I file theft charges? If I can, where do I go to do this? Please let me know. Even though I entrusted him w/ them, I have requested them back numerous times and even had the police call him but he refuses to comply!
