if a person's driver's license in currently suspended, is an international driver's license valid in IN.

I have that same question. I have been getting solicitations for an international DL, and I plan on traveling abroad soon anyhow. Can someone give any information on how to obtain an international Drivers License, and what good it is in the U.S. without a state issued DL??
