I was involved in an auto accident in which I was driving 5-6 mph in
very heavy traffic. I glanced over at a disabled vehicle just as the
vehicle in front of me stopped. I hit the vehicle causing damage only to
my car. The other driver left immediately as he had sustained no damage.

The police arrived, and I explained what happened. The officer told me
it was a case of "hit and run" since the other driver left. (Which I do
not understand).

I received a citation for Careless Driving in the mail a week later?
Obviously I am pleading "Not Guilty".

What could be the officer's reasoning, and how should I contest the
citation.

Please advise.
