once upon a time i heard that if you get a ticket for lets say $90.00 and you send them $95.00 and they send you a refund of $5.00 and you do not cash that check then your case is never closed and it does not go onto your insurance is that true?

That is an unfounded urban legend. In fact many localities have had so many folks trying this scam they don't bother to send a refund unless a refund is asked for.

Man you are right. Here is the story: http://www.snopes.com/autos/law/ticket.asp

Used to be people would also try that with overpaying a loan payment on a car, hoping that the computer would spit up a clear title.

Also, they try to write "paid in full" on checks. : http://www.snopes.com/business/bank/paidfull.asp

Although, votes DO get changed to BUSH aftter you vote democratic -
