My response:

"Oh, he raised his voice to me and hurt my feelings." Tough. You have no clue about what you did wrong - do you? You were probably talking back to the cop, instead of following his instructions. Every time he asked for your license and registration, you kept asking questions instead. First, you must learn to follow directions, and comply with a lawful request - - then you ask your questions.

If you knew how to follow directions in the first place, you would not have parked in a handicap parking space - - AND I DON'T CARE IF IT WAS FOR 2 MINUTES !!

There is no "2 minutes of Free Parking in a handicap space" in the law. There are no "time-outs", no "fingers crossed," and no need to be "nice" to you when you are depriving a handicapped person from their lawful parking space, even for one second.

If you think you didn't like how the cop spoke to you, just wait until you get an earful from the judge! I would avoid that, and mail in your fine (it's large, isn't it?)
and you deserve to pay every penny of the fine.
