getting a DL in another state

If a person is required to have an occupational DL in one state, can they still obtain a regular DL in another state?

Would they be able to take the road and written test in a different state and start fresh?

Will conditions on the lisence be held over from one state to the other?

to obtain a driver's license in most states (at least mine NC) you have a permanent residence in the state, you should call the DMV in the state you want a license and ask them they would know
