What is the name of your state? Florida
If 2 people get divorced, and they have debts still outstanding, is the PRIMARY name on the accounts the one that is responsible for the debt?
like credit cards I mean.

It depends. If they are joint cardholders then the credit card companies will first go after the primary, and the if the primary doesn't pay, they will go after the secondary. It effects both people's credit equally.

If the second person is just an authorized user...then it all falls on the primary.

Of course the judge in the divorce might very well divy up the debt differently than that. However the creditors are not parties to the divorce and will go after whoever they are able to go after to get paid...and can do that legally.
