What is the name of your state?KY
How long does someone have to live somewhere before it is considered establishing residency?
It depends...if its from one county to another within the same state it depends entirely on state/county law...and the time frame is often fairly short. If its from one state to another it also depends on state law....but the norm is 6 months.
