hurricane tree damage

We live in Miami. Even though we were not directly hit we did get severe wind. We had a tree in our back yard that was dead and full of vines.We are retired and on a fixed income and could never afford to remove it. During Dennis the tree broke in half and is being held up by vines. Two of the branches went into our neigbors roof. our insurance company told us that since we did not sustain any damage they are not responsible for the tree. This I understand. Our neighbors however insist we hire someone to remove the branches from their roof. Unless I am wrong it is their responsibility to do this. They say they don't want to call their insurance for fear of their rates going up. As neighbors we would do this if we had the money but here tree removers are charging a fortune to do this work and we just don't have it now. Can our neighbors sue us? are they right that we are responsible (our insurance carrier says no)? any ideas would help.
