For a long time I have been frustrated by how slowly, and inadequately usually, the federal government responds to solving international problems using non-aggressive policy. Showing the humanitarian side of the US by making an honest attemt to alleviate world poverty would go a long way in fighting terrorism. My question is this: Is it possible to bypass the bureaucracy and pollitics in Washington by passing a state initiative that is approved by the people to raise taxes to be used for international aid by contibuting to the World Bank and the International Monetary Fund to help meet the millenium develpment goals established by the United Nations?
