What is the name of your state? Iowa

There was a mexican woman living illegally in the United States. She was deported. Just before leaving for Mexico she convinced an American man to go to Mexico and marry her. He has since realized that she is only using him for citizenship. He is living in Iowa and she is still in Mexico.
Does he need to go to Mexico to file for divorce or can he file in Iowa...he has lived in Iowa for over twenty years.
Also, he has had his lawyer stop the paper work that needs to be done in order to get her to the U.S. as it is costing him a lot of money. Is there a way out other than divorce due to the fact that the paper work isn't done.
There is a strong possibility that she is living with another man in Mexico, does this mean anything to the INS?
