What is the name of your state? MO
I want to start selling quality baked goods from my home to the neighborhood/community. Do I need an inspection from the health dept and city license.

Generally, yes. But as you pointed out, it is the COUNTY health department and CITY or COUNTY license departments that you need to deal with. I would suggest a few phone calls to your city and county.
