Is quitclaim deed enough?

What is the name of your state? California

7-unit condo; community storage unit, in which everyone legally owned a part of, was given to one owner so he may expand his improperly designed garage (a false wall was knocked down--no structural was needed). The HOA signed a quitclaim deed, but now we're being told that the condo floor plan needs to be re-drawn and refiled with the City (San Diego). Doesn't the quitclaim deed take care of all this, in case someone wants to sell their condo?
