What is the name of your state? Pennsylvania

Hello everyone. I'm thinking of starting a dog treat business. What I am planning on doing is producing and packaging in my home.

I'm searching the web to try and get information because I know it can get complicated with food oriented businesses. I'm completely lost.

I ended up on the FDA's website and they reference animal foods, but everything I found seemed to pertain to animal feeds and feed mills. I'm really confused. I just want to use basic ingredients. Does a "pet treat" business fit into this realm or are they really talking about feed mills, etc? I don't want to sound like an idiot, but the government websites seemed to go into a lot of feed science.

Any advice, or websites would be greatly appreciated.
