While hiring a person, can the OFFER AND TERMS OF EMPLOYMENT letter have one of the conditions for employment as: "In the event that Employee breaches the termination notice or is terminated for cause, employee agrees to repay the expenses incurred by the company towards travel and relocation"

Is it legal to be covered under the offer letter or should it be ideally covered under a separate agreement?

Such language can either be in the offer letter, the employment contract or on the back of a napkin as long as it complies with the legal requirements of a contract.

Requiring an employee to repay relocation expenses if the employee voluntarily leaves within "x" amount of time (typically 12 months) is pretty commonplace. I don't know precisely what you mean by travel expense though.

By Relocation expense, I mean the cost towards moving house-hold lugguage/car and travel expense is the cost towards air tickets etc. However, all put together, it is the cost of bringing employee on board. Thanks.
