What is the name of your state?Ca

My father is willing to deed the house to me, but the question I have is he has a 1st and 2nd loan with total amount of 39k. Can he just deed it to me and I would take over loans or do I refinance it under my name since it would be on title?

Check the loan paperwork, you will almost certainly have to refinance the loans into loans in your own name.
