What is the name of your state? Oregon

I just need some direction in finding SOMEONE who can tell me what kind of consumer law protections we have and WHO enforces them? I know retailers have specific guidlines to handle disputes and very specific time frames in which to resolve them. Even though my fight is with hospital administration, don't they have any laws that apply to them?
