I take call......can I be forced to stay at work?

I work at a hospital impacted by Hurricane Katrina. My job requires me to take call. Last week we had to stay at the hospital 24/7 but we were paid for it. When I left work last week, I was to return this week for 2 consecutive 24 hour shifts with pay. Due to the fact that there are few patients coming in for procedures, the rules have changed. I am to punch in, do the cases, then punch out but remain at work on call ($2/hr). Is it legal for them to require me to stay there while I am on call(policy states I have 45min to return) at this time? I am just wondering because I certainly would be better off taking care of my family at home if I am not actually working.
