do I have a legal right to take a picture of your house, add a chain link fence by electronically altering the photo, print the new photo, mail it to you to show you how your home would look with a chain link fence around it and how much it would cost you to have me do this??

Sure. Why not?

Is it okay if I take a picture of you, and then alter the photo to make it look like you're behind bars?

Why not ask the homeowner if you could provide them with a "free no obligation no salesman will call" proposal for chainlink fencing. If they agree, have them sign something giving you permission to take photos of the home and digitally enhance. They get to keep the photos as a free gift whether they contract for fencing or not.
