What is the name of your state? Illinois

My employer, a municipal police agency, has no physical fitness standards. Every year we have a fitness evaluation, but there is no requirement to pass the test, only to participate. On the last promotional process for sergeant, there was a "power test". The test consisted of 1.5 mile run, sit-ups, bench press, and flexability. The standards for the test were the state academy entrance standards, the standards needed to be hired as a recruit. Participation on the last test was not mandatory, and each category was given 1/2 point extra credit. This time, the "power test" is a mandatory part of the promotional process and is pass / fail on every part. My question is ... is having to take, and pass, a physical test to be a candidate for promotion legal? Any input would be greatly appreciated.
