A COUNTY RUN SENIOR CENTER HAS STARTED SERVING LUNCH TO THE PUBLIC A VERY LOW PRICE. THIS MAKES IT HARD FOR THE OTHER PRIVATELY OWNED RESTAURANTS TO COMPETE BECAUSE THEY USE TAX DOLLARS TO SUBSIDIZE THEIR OPERATION. IS THIS LEGAL? IS THERE ANY RECOURSE.

That depends on your state and city laws.

If all the restaurants acted together and protested via the Chamber of Commerce, that might get heard.

Be careful though that the spin is not that greedy restaurant owners want to harm seniors, but instead that local restaurants want an exemption from taxes to do the same thing at the same price.
