Can they charge us now for work done in Jan?

My son, a college student, had to send his laptop back to the company for repair. In order to have repair done, he has to give them his debit card number and be prepared to pay "up to" $300.

The repair was done in January. No charges came through on his account. He repeated the process in April, and in August, and was charged promptly each time.

We have now received a statement by mail that he is now, in September, being charged $299 for the work done in January. Although he has made repeated phone calls to Customer Service, they cannot tell him what was done to his computer or why he was not charged until now.

Can they do that? Can they wait eight months to charge his account?
