I would like help regarding labeling of stitched fabric items. I want to sell cushions. The covers are made with 88% rayon and 12% silk and the pillow inside is 100% muslin with either 100% pearl barley or buckwheat hull fill. How do I need to label them? Where can I find reference to these types of labeling laws?

Textile Fiber Products Identification Act: Regulated by U.S. Federal Trade Commission

According to Rule 32 of the Act, "Any upholstered product, mattress or cushion which contains stuffing which has been previously used as stuffing in any other upholstered product, mattress or cushion shall have securely attached thereto a substantial tag or label, at least 2 inches by 3 inches in size, and statements thereon conspicuously stamped or printed in the English language and in plain type not less that 1/8 inch high, indicating that the stuffing therein is composed in whole or in part of reused stuffing, secondhand stuffing, previously used stuffing or used stuffing."

Federal Flammability Standard for Mattresses and Mattress Pads: Regulated by U.S. Consumer Product Safety Commission.

The standard states, "Each mattress… shall bear a permanent, accessible and legible label containing the month and year of manufacture and the location of the manufacturer." The Association of Bedding and Furniture Law Officials has agreed that this information can be shown on the bottom portion of the law label.
