Employee hurt on job

I am from NM.
I have 1 employee, my wife handles the office and I do the same work as the employee.
I thought workmen’s comp was paid with all the other taxes but come to find out NM doesn't require to have workmen’s comp with less then 4 employees?
My employee was not paying attention and stepped off a 2-foot divider (separates 2 houses) and broke his elbow. He has worked with us since 7-20-05 and is working out well and I like him. What am I responsible for? We are paying his first office visit to the doctors and his x-rays, but they are talking cat scans and surgery, I don’t think we can afford to pay for that.
I want to help him but don’t know how far we are liable.
