accident advice please

Hi, My brother re-ended someone while being uninsured. He lost his licences for a year, and had to pay fines as well.....Now the other drives insurance co.( AAA ) says we owe 2200.00 in damages, do we have to pay this? Also, my brother doesnt feel he caused all the damage that we are being asked to pay? Any advice would be great....
