Can a dealership charge a repo fee when car was never repossessed

I have a balance of $600 dollars left on my account. The dealership attempted to reposses my vehicle at 2:00am with no key and no tow truck. They are now trying to add an additional repossesion fee of $100 dollars to my balance. Is this legal?
