How is this not a crime?

What is the name of your state? Georgia

I sued a man who I paid to transport my horse and for two months board. He did no provide these services and refused to give me the money back. I won the case for the full amount. He has not paid me.

That isn't even the beginning of it.

He has been sued 6 other times! I've also found other people who have been scammed by him and not yet sued.

I need to know if there is anything that we can do to press a criminal charge on him. How is it not a crime to continually scam people like this?

Just file a judgement lien against everything he owns and be done with him.

I just want to make sure there is nothing else that I can do to shut this guy down. I don't want him to be able to do this to anyone else.
