'no fault' auto accident

What is the name of your state? MA

I was making a right turn at a green light heading from (east to south). I collided with a Cadillac Deville travelling from north to south crossing the intersection. The point of impact was the front left door of the caddilac and left corner of my Toyota.
There were no witnesses to the accident. The caddilac was crossing the intersection at 30-40 mph as it appeared very quickly in front of me.
The insurance company of the other party says it's my word against his and hence it is a no fault and they will not cover any damages to my vehicle.

The damage is about $1900. Should I take this to small claims?
