What is the name of your state? Florida

I was in a car accident where the other guy pulled out in front of me. It was not his car and neither him or the owner has any car insurance. He received two tickets. One for failure to yield the right of way and One for no proof of insurance. The collision report states that it was his fault. There is also a witness to the accident. I have damge to my vehicle with repair costs around $5500. I also was personally injured but no medical bills because I am in the US Navy and am being treated on base. I am wondering what I can sue for and who do I sue. Due I sue the driver or the owner.
