What is the name of your state? California

My 24 yr old licensed daughter, who does not live with me, totaled my car, and the insurance will not pay out.

I had full coverage, but the insurer said I had a restricted policy that ONLY covered me.

I did not sign a waiver or request a restricted policy.

Is there anything I can do?

Yep. Read your policy and if there is anything in it that restricts coverage to only you as the driver.... then the car is uninsured if anyone else drives it. The obligation is on you to know your policy coverage.
