What is the name of your state? IL

Is it true that if a person driving on a suspended/revoked license is automatically deemed to be at fault under IL law, under the assumption that they should not have been driving in the first place?

I'm pretty sure that this was stated clearly in the rules of the road handbook several years ago when I obtained my license, but I didn't see this in the current version of the handbook.
