Subpoena for phone records

What is the name of your state? Maryland

I am trying to find out how to get an subpoena for phone records. Do I have to use an attorney? My sister passed away at home and we are trying to findout if she made any calls prior.

First, you do NOT have the power of subpoena unless you are involved in a lawsuit. So, sue the phone company... then use the suit to subpoena.
Of course, you have to come up with a viable claim against them first.

Or, you can just wait for her phone bill to come in.... and look at it.
