What is the name of your state? Washington

If our small business pays an employee for travel time, are we liable for accidents or tickets during this paid time?

If an employee is liable for an accident which occurs while working, she may be able to claim the employer has some liability under the theory of respondant superior. This is usually if a third party would sue the employee due to the accident. I'm not sure how liability works out in Washington for speeding tickets.
