If you go to "second offender (12-hour) traffic school," can your insurance company raise your rates, even though you will have no points? Or, are they barred from doing so, by some law or regulation? (Please note the # or name of the law!)

Is there anyone here to whom that has happened? If so, please note name of insurance company.
