Big Bounced Check

I don't know if $20,000 is small claims, but someone bounced a $20,000 check to me a year ago for the repayment of a personal loan....and I have not been able to collect since. This person is in Oregon and I live in PA.....what to do?

No it is not a small claims case and next time get a cashiers check please. Hire an attorney in Oregon to collect.
