loosing citizenship?

Hi,I heared from someone, that one can loose the american citizenship, if one leaves the country for longer than 3 years. One has to come back for 6 months every 3 years to keep the citizenship. Is that true?
Do you know by any chance the regulations for germany. I'm german, and live in the US now about 10 years.

That is only if you are a PR.. not if you are a USC.
