received a speeding ticket 75+ in a 60 in Washington. The officer was East bound, I was West bound. I want to contest by mail. What is the best way to go about it and what are my chances.

Depends which county your received the ticket, not all counties have a way to contest by mail. In King County, the success rate of tickets contested by mail is about 5%. Others are similiar.
